The Maine Department of Environmental Protection (DEP), Maine Oil Spill Advisory Committee (MOSAC), and Maine Sea Grant Program invite preliminary proposals for research projects that will be funded in February 2003. The mission of the Maine Oil Spill Advisory Commission is to monitor the opportunities and constraints of scientific, engineering and technical advances in spill response and prevention techniques in order to make recommendations to the Department of Environmental Protection.

The Maine Oil Spill Advisory Committee has identified the following research priorities for the 2003 competition. However, creative and rigorously conceived proposals in areas not mentioned may be considered provided that they contribute to the mission of MOSAC.

  • Spill trajectory and behavior prediction. Special emphasis is placed on:
    1. Circulation measurements and modeling in Cobscook, Penobscot, and Casco bays to better predict the 3-dimensional movement of water and associated spilled oil, and
    2. understanding on-water containment and recovery of spilled oil.
  • Understanding spill impacts and ecosystem recovery. Special emphasis is placed on:
    1. Evaluation of the potential impact of spilled oil on lobsters and Ascophyllum, and
    2. impact on rocky habitats and beaches.
  • Prevention through understanding human factors related to spill accidents.

  • Evaluation of the economic impact of oil spills on Maine's coastal resources including tourism.

The Maine Sea Grant Program will run the research competition and manage funded projects using the same guidelines as for Sea Grant's federally funded research competition. Although the University of Maine administers the Maine Sea Grant Program, this competition is open to faculty and staff at any public or private non-profit research laboratory or institution of higher education.

The development and review of proposals will be a three-step process:

  • First, short Preliminary Proposals are to be submitted to Maine Sea Grant by 4:30 p.m., Friday, March 15th 2002. Preliminary Proposals must follow the guidelines available from the Maine Sea Grant office.
  • Second, applicants who submit the most promising Preliminary Proposals will be invited to submit Full Project Proposals by Monday, June 10th 2002.
  • Third, after a comprehensive merit review by mail and panel, the most promising full proposals will be submitted to the Maine Oil Spill Advisory Commission and Department of Environmental Protection with a recommendation for funding.

June 24Mail proposals to scientific reviewers.

August 2Reviews due in Sea Grant office; blind copies provided to applicants.

Monday, August 19Rebuttal letters due in Sea Grant office by 4:30 p.m.

September 9-13Ad-hoc technical advisory panel reviews proposals and makes recommendations to Executive Committee.

September 23-27Sea Grant Executive Committee ranks proposals and provides MOSAC with information and recommendations. MOSAC makes the final decisions.

By September 30Applicants informed of decisions.

February 1, 2003Anticipated 2003-2004 award begins.
