05/13/02 Northeast Consortium to Fund another Round of Project Development Proposals

|
As part of its project development program, the Northeast Consortium (NEC) is planning to issue a request for proposals by June 1. This program will provide grants of up to $25,000 toward projects that are testing the feasibility of a new idea, trying out an experimental gear, or examining with new methods to gather information. It is a great opportunity to get funding for a creative solution you may want to prototype. Ten to twelve awards will be made and now is the time to begin thinking of ideas. Complete information will be made available when the RFP is announced.

05/20/02 Saltonstall-Kennedy (S-K) Request for Proposals Announced

|
The National Marine Fisheries Service issued a request for proposals under the Saltonstall-Kennedy (S-K) Grant Program. The S-K Program provides financial assistance for research and development projects that address various aspects of U.S. fisheries (commercial or recreational), including, but not limited to, harvesting, processing, marketing, and associated infrastructures. Fishing capacity reduction, conservation engineering and optimal utilization of harvested resources are some of the priority issues for this year.
Application must be submitted by the close of business July 15, 2002.

05/27/02 NMFS Releases Report from Design Committee Recommending an Industry-based Pilot Survey for Gulf of Maine Cod and Southern New England Yellowtail
|
The National Marine Fisheries Service (NMFS) has released a report from the Industry-based Survey Committee (IBS) on their recommendations to design two pilot projects using industry vessels as platforms. The IBS Committee, a group of industry members, federal and state scientists and managers from Maine, New Hampshire, Massachusetts and Rhode Island, was tasked with designing a pilot industry-based program for New England groundfish species. The Committee has been working hard on designing the pilot projects since August of 2001 and completed the final report in April.
The goal of the IBS Committee was to clearly define the objectives, implementation strategy and budget for a pilot survey project or projects to serve as a starting point for the development of a broader industry-based survey fleet. The two industry-based pilot projects recommended by the Committee are a survey of cod distribution in the Gulf of Maine and an assessment of yellowtail flounder in southern New England. The NMFS Cooperative Research Partners Initiative is in discussions about how to proceed with implementation of the two pilot industry-based surveys in the near future. 06/17/02 Northeast Consortium Seeks Project Development and Right Whale Proposals
|
Do you have an idea you want to test, a new gear configuration to try, or an invention you think may work to reduce right whale entanglements?
If so, the Northeast Consortium Development and Right Whale funds may be able to provide the money to test your concept. The Northeast Consortium (NEC) has issued a request for proposals to provide grants of up to $25,000 toward projects that are testing the feasibility of a new idea, trying out an experimental gear, or laying the groundwork for a new cooperative research project or right whale research.
This is a great opportunity to get funding for a creative solution you may want to prototype this summer. NEC has reserved $400,000 in Project Development and Right Whale funds for this round of awards. Funds will be awarded based upon a short letter proposal and will be available for successful proposals by July 15th. Harvesters are especially encouraged to apply and can receive assistance from NEC staff and community outreach partners in preparing letters.

06/17/02 Conservation Engineering Proposals Sought by NMFS
|
Proposals are being solicited by the National Marine Fisheries Service (NMFS) under a "Broad Agency Announcement." The proposals should address conservation engineering, documenting and mitigating bycatch mortality and environmental impacts, and fishing gear selectivity affecting the Northeast Multispecies fishery. These issues have been defined by the New England Fishery Management Council and discussed in the Manomet Center for Conservation Sciences report described in the announcement.

06/21/02 Northeast Consortium Announces FY2002 Spending Plan
|
The Northeast Consortium (NEC) has released the details of how it will spend five million dollars toward cooperative research activities throughout New England this year. There will be eighteen new Cooperative Research projects totaling $2,989,311 (see list of projects here). This accounts for 62% of the funding. In addition, NEC anticipates funding six to ten Project Development Awards next month (approximately $160,000).
From the remaining funds, NEC will support a workshop on trawl selectivity and conservation by Pingguo He of UNH ($63,803), continue to fund the socioeconomic impact assessment enhancement project by Robert Robertson and Bruce Lindsay of UNH ($43,500) and continue two outreach and education projects, the marine resource education project by Mimi Becker and Andy Rosenberg (UNH) and John Williamson ($232,092), and the Adopt-a-Boat education project by Cliff Goudey (MIT) and several partners ($262,360).
Additionally, UNH administration will total $351,779 (or 5.9%) and UNH outreach will cost $189,914 (or 3.2%) of the total funds available in FY2002. NEC will also be providing funds to Woods Hole Oceanographic Institution to develop a cooperative research project database ($73,260) and to UNH for a cooperative research fellowship program ($55,400). The University of New Hampshire will also receive $125,636 in indirect charges while NOAA Administration will receive $80,000 in funds this year. There was also a NOAA budget cut of $62,960 that impacted NEC's FY2002 funding.
NEC will continue its efforts to build cooperative research capacity among fishermen and scientists throughout New England through several outreach subcontracts as part of the FY2002 spending plan. These include: collaborative research workshops and facilitation through the Gulf of Maine Aquarium ($80,042) and the Massachusetts Fishermen's Partnership ($32,373); Collaborations newsletter and a research reporter at the Northwest Atlantic Marine Alliance (NAMA) ($60,875); and cooperative research organizational capacity support in two fishermen's cooperatives (approximately $100,000).
A separate one million dollars will also be administered by NEC for Right Whale Research in FY2002. The Right Whale Research funds will be used for four continuing projects ($656,339) and Project Development (approximately $230,000). Other costs include UNH indirect costs ($79,000), NOAA Administration ($20,000) and a NOAA budget cut ($15,740).

08/19/02 Cod Tagging Proposals Sought by NMFS with Mid-September Deadline
|
The National Marine Fisheries Service's (NOAA Fisheries) Northeast Regional Office (NER), Cooperative Research Partners Initiative (CRPI) is seeking interested parties to implement an Atlantic cod (Gadus morhua) tagging program. The goal of this initiative is to develop a region-wide collaborative cod tagging program that includes the active participation and involvement of fishermen, scientists and other interested parties.
All tagging proposals to be considered under this solicitation must be received by 4:30 p.m. EDT, on September 13, 2002.

09/30/02 Northeast Consortium Announces Recipients of Project Development and
Right Whale Funds for 2002

Successful proposals for the Northeast Consortium (NEC) Development
and Right Whale funds have been selected and projects are underway. A total
of seventeen projects totaling $394,588 were awarded funds this year. NEC
awarded 11 Development Awards ($246,506) and six Right Whale Projects
($148,082). The projects support work testing the feasibility of a new
idea, trying out an experimental gear, or otherwise laying the groundwork
for a new cooperative research project or right whale research.

12/30/02 Vessel Proposals Sought for Cod Tagging Project in the Gulf of Maine
|

The Gulf of Maine Aquarium (GMA) and the Maine Department of Marine Resources anticipate
receiving funding to carry out a cod tagging project on Cashes Ledge, Fippennies Ledge
and the area from Mt. Desert Island to Brown's Bank to investigate cod distribution and migration.
GMA is seeking proposals from groundfish fishing vessels of all gear types from Maine, New Hampshire
and Massachusetts to conduct tagging operations in these two areas from March 2003 through March 2005.
Vessels may focus on either nearshore or offshore areas.
Proposals are due on February 7, 2003 before 2 pm (postmarked by Thursday, February 6, 2003).
